NYC bureaucrat stole $5G in AIDS rent aid

A city employee swiped $5,857 in rent money intended for people with HIV/AIDS — and avoided paying a five-figure fine by claiming she was broke, officials said Wednesday.

Veteran Human Resources Administration worker Crystal Parker acknowledged rerouting six rent checks from clients in 2010, cashing some and using the rest to pay her own rent.

Parker, a city employee since 2000, was earning $42,795.

She quit in September 2013 when the agency discovered the theft in a routine audit and confronted her with the findings.

"I was not entitled to any of these rent-supplement checks," Parker acknowledged in a Conflicts of Interest Board settlement made public Wednesday.

The board imposed a $10,000 fine for her gross misconduct, but then waived the penalty when she claimed poverty.

HRA spokeswoman Laura Hart said the case has been referred to the Department of Investigation for possible further action.

"We responded very aggressively to this," Hart said.
