City’s new municipal IDs to employ facial recognition

The city has hired nearly two dozen investigators and will employ high-tech face-recognition software to deal with security concerns about the new municipal IDs being issued next month, officials said Friday.

The program is designed to become the largest of its kind in the country. To root out fraud, applicants would have their photos taken at city enrollment centers, where specially trained investigators would be assigned to go after cheats, including those trying to get duplicate cards.

According to a city directive, the investigators would also be on the lookout for "false positives that may arise, such as with identical twins."

While the cards are available to anyone, they're intended to give undocumented immigrants a chance to participate more fully in the community by having IDs that provide access to schools, apartment rentals and potentially banks.

"A great deal of analysis and care went into ensuring our IDNYC card is strong on privacy and security, while providing access to as many people as possible," said Mayor de Blasio.

"We want New Yorkers to feel proud to carry this card in their wallet, but also to feel confident knowing that their information is safe and secure."

Advocates had expressed concern both about the potential for fraud and also about the security of sensitive information being stored in government databases.

Included among the new measures ahead of the January launch are:

  • Mirroring the document requirements to initially prove identification and residency used by the state Department of Motor Vehicles for securing a driver's license.
  •  Using an embedded hologram, city seal and black-and-white "ghost" photo on the card for added fraud prevention.
  •  Limiting access to the full database of applicant information to only high-level employees of the Human Resources Administration.

Previously, officials had emphasized that law-enforcement authorities would need judicial subpoenas or warrants to access the data.

There are an estimated 500,000 undocumented immigrants living in the city, while roughly half of New Yorkers over the age of 16 lack a driver's license.

The cards will be offered for free to anyone over 14 in 2015.

The IDs are valid for five years.
