The de Blasio administration is implementing a civil-service overhaul that could force the city to lay off thousands of provisional workers.
Provisional employees serve in what are supposed to be temporary jobs of six to nine months. But many provisional workers have been kept on the job for years.
The number of provisional workers ballooned to 37,000 under former Mayor Michael Bloomberg, who believed the civil-service rules were too inflexible.
But de Blasio's options are has limited. In 2007, the state's top court ruled provisional workers are not entitled to the same protections as permanent employees who pass civil-service tests.
That ruling instructed the city to slash the number of provisional jobs to 9,500 — or 5 percent of competitive positions. Bloomberg whittled it down to about 22,500.
In August, Gov. Cuomo and the Legislature approved a law giving the city two to three years to shrink the provisional workforce.
The Mayor's Office said it is complying with the law and will next week submit a plan to "further reduce the provisional head count."
"Provisional employees who take a civil-service exam . . . may obtain a permanent civil-service title and remain part of the city's workforce, which also further reduces the provisional head count," de Blasio spokesman Phil Walzak said.
