Animal-rescue groups suing to save Rottweiler from ‘abusive’ owner

Animal-rights activists are doggedly determined to have a Staten Island man arrested for allegedly abusing and neglecting his Rottweiler for a more than a year.

In a rare court petition asking a judge to compel the NYPD to take action, the plaintiffs claim the dog, Jake, is in an industrial yard at 79 Storer Ave. without proper food, water or shelter.

Volunteers with No Kill New York have monitored Jake since September 2013, feeding him through a fence.

Owner Frank Biassi told them the "vicious" dog had bitten him "and was being punished," according to Manhattan Supreme Court papers the group filed last week.

The NYPD says it referred the case to the ASPCA, which worked with Biassi to get the dog medical care, including surgery to remove a growth on his leg. A different rescue group, Guardians of Rescue, donated an insulated dog house to Jake in January.

But activists claim Jake was left with an open wound in brutal winter temperatures for weeks after the ASPCA intervention.

A judge Thursday declined to order an arrest warrant, but the case is due back in court later this month.

Biassi did not return a message.
