Principal encourages kids and parents to lobby against Cuomo

The city's union-run schools have introduced a new lesson plan: brazenly lobbying students and staffers to campaign against Gov. Cuomo's education reforms — while they're in class.

During her morning announcement to students, staff and parents, principal Eugenia Montalvo of
PS 106 in The Bronx read the United Federation of Teachers' "talking points" flier opposing Cuomo's plan to bolster teacher accountability and expand charter schools.

The principal also urged school staffers to "wear red" on Fridays to support the union's campaign against Cuomo, said a parent who heard the announcement.

"You can't manipulate our kids like that. They want to use the kids to promote their own incompetence," fumed Mona Davids, who serves on the school's leadership team, and noted that the overwhelming majority of students at PS 106 are not proficient in math or English.

"I couldn't believe it. She read right from the UFT flier bashing Cuomo."

Davids said she immediately confronted Montalvo and told the principal she was violating the chancellor's rules against politicking in public schools.

Davids said the principal told her she was unaware that the Cuomo bashing was wrong and made the announcement to support the school's union rep.

But the Department of Education issued a statement saying Davids was right and the principal was wrong.

"Every hour of the school day should encourage learning and student growth, and this announcement was not an appropriate use of student time," said DOE spokesman Harry Hartfield.

As it happens, Davids is also a plaintiff in the lawsuit to overhaul New York's tenure laws and supports much of Cuomo's education agenda.

UFT officers are also ­e-mailing members of parent-led Community Education Councils, promising to provide anti-Cuomo "talking points" if they show up at union education forums later this month.

Cuomo is recommending that student results on state standardized exams account for half a teacher's job rating — up from the current 20 percent to curb grade inflation.

He also suggested extending the probation period for tenure from three to five years, called for merit bonuses for exceptional instructors and proposed adding 100 more charter schools.

Montalvo and the school's UFT rep, Penny Block, ­declined to comment.
