Thruway Authority executives forced out amid agency investigation

Two top executives at the New York State Thruway Authority submitted their resignations Wednesday — ahead of a scathing investigative report on the agency's operations, sources said.

Executive Director Tom Madison and his chief of staff, John Bryan, have been forced out, sources told The Post.

The report by state Inspector General Catherine Leavy Scott is said to be damaging.

Gov. Cuomo appointed Madison, a former state transportation commissioner, as the authority's executive director in August 2011.

The agency manages the 570-mile highway, with 809 bridges, 118 interchanges, 11 toll crossings and 27 travel plazas. It is also overseeing construction of a new Tappan Zee Bridge.

During November's blizzard in the Buffalo area, scores of motorists were stranded on the Thruway amid complaints that the state took too long to close it.

Comptroller Tom DiNapoli issued an audit in October finding that the authority spent thousands of dollars on staff dinners.

Last month, the authority passed a $1.7 billion budget for 2015 that includes a $36 million shortfall — which could lead to a toll hike.

Gov. Cuomo and the agency declined to comment.
