Gov. Cuomo has appointed Christine Quinn, the former City Council speaker and Mayor de Blasio's biggest rival, as his special ­adviser.

Some saw the move, announced Saturday, as the latest Cuomo jab at Hizzoner.

"People could read the appointment at least in part as a slap at de Blasio," said Baruch College political science professor Doug Muzzio.

Quinn faced off against de Blasio in the 2013 mayoral race, in which the speaker started as a favorite but finished in third place in the primary.

It's already been a tense few weeks between the mayor and Cuomo, who last week met police union bosses locked in a bitter standoff with de Blasio.

"I don't think Governor Cuomo ever misses an opportunity to flex his muscles when it comes to the mayor," said Republican strategist Jessica Proud.

David Laska, spokesperson for the Republican Party of New York, agreed. "I think this is symbolic of how Cuomo is more focused on competing with Bill de Blasio than what's going on in the state," he said.

"I look forward to the opportunity to serve New Yorkers in every part of the state," said Quinn.
