Beware: Times Square loony 'toons.

The City Council on Wednesday will consider legislation requiring that costumed cartoon characters preying on tourists be licensed.

"We're not saying they can't come out here and take a picture with anyone. We're saying that if you do come out here, we want to know who you are," Bronx Democrat Andy King said Monday in Times Square.

The proposal follows several busts of Elmos, Cookie Monsters and other characters for allegedly groping tourists or strong-arming them for big tips.

The law will require characters to register with the Department of Consumer Affairs, undergo a criminal-background check and pay $170 for a two-year license. Sex offenders and others with serious rap sheets will be banned.
